JANUARY 2 – 28, 2009

(Updated on JANUARY 2, 2009)
Dear GUYS, (Israel, Palestine, EU, etc… & ARAB COUNTRIES)

JIWON:
I feel no need to post my daily previous messages to ‘Israel, Palestine, EU, etc…’ on Dec 29, 2008 – Jan 3, 2009, except;

JIWON:
I was disappointed… frustrated… until I found
1. Hamas threatens to assassinate Livni, Barak Dec 29, 2008 / By Haaretz
2. Nasrallah: Egypt wrong in blaming Hamas Dec 29, 2008 / Jerusalem Post
(…) because I always thought that my computer work and my daily checking Jewish media lacks enough information on 2006 Lebanon war(!?). (…) I was going to follow Barenboim’s Divan-concerts in Qatar, Russian, Austria, etc, so I was supposed to start my mailing to Arab World. After contacting French/EU President, I feel no need to hurry at mailing the entire EU members. The right speed, along with updating my ‘official’ message to European Countries should be more than important in this situation. And I feel no need to write a separate message to Arab Countries. EVERYBODY will share the same information.
This sentence was supposed to be added in my short message to Jewish Members in FACEBOOK: “If you help me a bit more, I will have enough time to make a complete list of Pro-Hamas European politicians. I am just sick of those mentally zero Eurotrash, whose only concern has been to smile and babble about their Anti-Hamas Ideology in front of international media, but who in fact have been encouraging Hamas all behind scenes …”
NOW, DEAR ISRAELI SIDE…
I know it was an inevitable decision. HOWEVER… please think of more and more of clear strategy, if you really do NOT want a war against the entire ARAB world.
Let’s imagine the private feeling of Palestinian citizens. If you were in their shoes, would you welcome Israel’s whatsoever sorry-but-this-is-the-only-thing-we-can-do-FACEs carrying humanitarian aids to their miserable life-or-death? Noooo… it will only thicken their hatred. ALL of them will vow suicide bombing the moment they find those heavenly materials from Israeli side. This is what International Community should do. (…)
I am now preparing my message to the Arab world. I feel perfectly safe while thinking of this plan. I was the one who ‘wanted to support’ Hamas when they were chosen by Palestinian public. Remember? The first thing I put in Palestinian-section of my Knesset blog was Hamas instead of PA. Then, it was Hamas too, which lost its public support. This is why this militant group rather welcomed Israel’s Operation Cast Lead. (…)
My only concern is that those Palestinian civilians will be used as Human Shields while all the Hamas soldiers know how to fight against naïve IDF individuals. (…)
I was in shock to find this article and am going to ask the entire Arab World what’s going on in Hamas-controlled area. How come the Gazans believe that Israel violated Gaza-Truce first? The entire Gazans should know the International Community is behind peaceful, real Muslim Palestinian politicians;

UN official says Israel attacked Gaza Strip during lull Dec 31, 2008 / By Haaretz
Karen Abu Zayd, commissioner of the UN Relief and Works Agency (UNRWA) which helps Palestinian refugees, raised the possible violation of an informal truce in a video press conference with UN reporters from her base in Gaza. (…) Abu Zayd mentioned the lull when she was asked whether the population of Gaza was aware that this was all commenced by the Hamas government unilaterally ending the cease-fire and firing rockets. I don’t think they think the truce was violated first by Hamas, she said. I think they saw that Hamas had observed the truce quite strictly for almost six months, certainly for four of the six months, and that they got nothing in turn – because there was to be kind of a deal, Abu Zayd said. If there were no rockets, the crossings would be opened, she said. The crossings were not opened at all.

Gov’t can’t make up its mind what it wants Jan. 2, 2009 / By Jerusalem Post
JIWON: Hey, guys! This is exactly what I felt while-or-AFTER collecting and organizing all the possible information on Operation Cast Lead. (I was ill on Dec 30… then made a short report… then didn’t want to be ill again so slept all day on Jan 1… now writing this on Jan 2, 2009.) I am literally speechless. What was my advices during my report on After-Gaza-Truce? It took months to mention ‘Strategy & Tactics’. The SAME thing is happening AGAIN! Anyway, I finished collecting articles. Will I be able to finish it by tonight?

(Updated on JANUARY 3 – 28, 2009)

Dear GUYS, (Israel, Palestine, EU, etc… & ARAB COUNTRIES)

JIWON:
This is my message to the Arab Communities. This has been my only concern.

1. In Palestine, the leader should be ONE. I was the one who supported Hamas while creating my Knesset-blog, only because I follow Palestinian public. But Hamas is also the one who lost public support. No matter what, I’ve come to the conclusion that I can NOT work for the TWO Palestinian leaders.
2. No matter what, whether Gaza or WestBank or Whatever-Truce, it means PROMISE. A Promise should be kept. Israel didn’t violate it first. Hamas did. How come the Gazans believe that Hamas has been royal to what they promised to their enemy?
3. Palestinian civilians should NOT be used as Human Shield by Hamas-or-Whatever Militant groups. I want to know. Why Hamas leaders don’t raise their own kids as Suicide Bombers?
4. No matter how the fighting between Israel and Hamas turns out in the end, Hamas WILL claim victory. It was Hamas’ usual announcement. It’s OK. But then, what is happening inside Israel? The cycle will continue and there will be another Gaza-Truce, another Violation, another Operation, and another Hamas’ victory. What do you think about this? How many Palestinian Civilians will have to suffer from now on? Will the International Community forever celebrate Hamas’ victory?
5. Could you please check Dear-Arab-Readers in my Knesset-blog? The title had to be Dear-Arab-Readers, because I never trusted Dorit Beinisch’s Jewish Media. Don’t you think those Jewish Pigs deserved gas chamber? I promise. This Jew, Dorit Beinisch, will never give up. All together, Elena Bashkirova, Dorit Beinisch and her supporters, are still busy and their story is now no more behind the scene. They don’t care. What do you think about this? Finally on Dec 19, 2008, Phoenix-Bibi, Knesset-Jokes and Banana-Republic merged into Welcome to Jerusalem in the name of LIKUD. What do you think about this?

Please… I don’t belong to Israel nor to Palestine. I am not European politicians nor among American Bush/Obama administration. I am even not a part of UN.

1. I just wanted to work for Daniel Barenboim, who happened to save my student life, and this naïve musician happened to be FIRST to hold Israeli and Palestinian passports.

2. Maestro Barenboim’s naivety is so notorious that I had to sneak into Israeli Knesset to prepare my FIGHT in order to protect Barenboim. I just couldn’t ZIP this big-mouth, which has constantly made Jewish Pigs-or-Realpatriots blow a fuse. But then… what a fun to watch all the comical happenings inside Israeli Knesset! So, I wanted to organize them and created my Knesset-blog. NOW, I CAN’T QUIT!

3. To follow Palestinian Barenboim, I watched a series of docu-films about the Arab Community. There, I learned that there are many misunderstandings between Muslims and Outsiders, particularly about Koran and Islamic culture, so it is very important to learn their Peaceful Daily Habits. I learned that if I want to start my friendship with Muslim guys, I should open my heart and prove my sincerity first. It was years ago. My only problem is that I forgot which Arab countries the participants, all of whom were professors or important figures in Korean-Arab community, were talking about. My another problem is that I forgot all their daily habits. *.* (I think I only remember one thing… that there is a rumor about mysterious power of hot sand to enhance X-like energy and male students used to sit on and so on… ^.*) Anyway, it was a real fun to listen to all the comical happenings during their student life in Arab countries. Then, it was more fun to write my previous mail to Mideastern Music Society. Please check
:-) Dear Middle Eastern Music Society & Spanish Government (Apr 3, 2008).

4. I am not asking the Arab World to listen to what I asked European Countries. I know both sides can’t be same. I don’t care even if Arab World doesn’t accept Israel’s right to self-defense. It has been the fact. Even if the entire Arab World sides with Hamas’ Iran or Lebanese Hezbollah, it’s still perfectly OK with me. Please check
:-) In sum, I will travel ALL over the world and plead Palestinian Right to Targeted Killing of DORIT BEINISCH (Oct 2 – Dec 19, 2008).
:-) Phoenix-Bibi in my Knesset-blog

After giving up persuading Mr. Netanyahu’s Jewish supporters, I promised those Pigs-or-Realpatriots that I will watch enjoying the great fight between Palestinian Militant Groups and Phoenix-Bibi until ONE side gives up. See… Phoenix-Bibi did everything to drive his Israel into the War against the entire Arab World. And Dorit Beinisch, Supreme Court President, is behind them. See… I already started my work in FACEBOOK and there is absolutely NONE of embarrassing voices among Bibi’s supporters.

I just hope the entire Arab World to come up with ONE solution while discussing my only concern; No.1 – No.5.

EU members have already been sharing the same information and I’m just starting my mailing to the Arab World. I hope each Arab country to forward ‘updated’ version to its entire neighbors whenever I contact next member. EVERYBODY should share the same information. NO ONE will care even if all sides choose NOT to agree with each other after experiencing the same life. This is what I believe. I just believe the very basic of Religion is called PEACE, whether Judaism or Islam or Christianity or Buddhism.

TIME TO READ MY REPORT…

NOTICE: Usually, I try to avoid Jewish articles to report After-Gaza-Truce and in recent days, there were quite interesting articles appearing in Arab world, regarding the relationship between IDF and Hamas, so I wanted to organize those Arab articles first, but Operation Cast Lead (un)expectedly happened. Now that I am too tired… Haaretz and Jerusalem Post are my only source after quick review of the international headlines. But I don’t think it lacks something, since NOT opinions BUT the facts are what I’ve collected. Since I preferred Haaretz articles on specific purpose, it will be easier for the Outsiders to imagine real situation-or-opinion inside Israel. As I wrote in my previous report, why don’t you make your own report and compare yours with mine? Honesty is the best policy.

2-2. Operation Cast Lead heads to the courtroom Jan 19, 2009 / By Jerusalem Post
These allegations may find their way into foreign courts – with Britain and Spain likely sites for suits and even attempts at criminal prosecution. (…) It is less likely that Israel will find itself protesting innocence before the International Criminal Court in The Hague. Only nations that are a party to the ICC can be tried there, unless the UN Security Council votes to try a nonmember state. (…) Sabel added, “it would be interesting if someone tried the same against Hamas.”

1-7. In Egypt’s Rafah, tunnel denial is the way of life Jan 26, 2009 / By Jerusalem Post
(…) In Egyptian Rafah, one gets the sense that denial is more than just a river. (…) Abdul Wahab even denied that Egyptian border guards had ever been bribed. (…) Egypt claims that most of the weapons smuggled into Gaza come by sea, something that Israel disputes. A front page article on Friday in Al-Ahram cited an Egyptian official who said there was evidence that most of the smuggling of weapons into Gaza was done through Israel by Israeli citizens. He did not detail the evidence, however. (…) Ahmad, a convenience store employee who has relatives on the Palestinian side of Rafah, also denied that arms had been taken through these tunnels. “These words are not true,” she said. And if the tunnels were used to smuggle arms into the Gaza Strip? “Does this land belong to Israel or to Palestine?” she asked, suggesting that Gazans had a right to fight Israel. “It belongs to Palestine,” she said.

1-6. Maj-Gen. (res.) Eiland: Egypt halting the arms flow? Forget it! Jan 22, 2009 / By Jerusalem Post
[Q: What about the issue of arms smuggling into Gaza?] That’s much more more problematic. To be polite, the Egyptians are telling us stories and we are deluding ourselves. Egypt was not effective in the past. It doesn’t care about weapons in Gaza. The smuggling tunnel apparatus also features drugs and televisions and mobile phones, and keeps whole tribes in business. So either Egypt has to truly confront this whole industry or pay off the smugglers. And I’m not sure it’s going to do that. (…) The only truly effective way to prevent the smuggling would be for the Egyptians to build a buffer zone five kilometers from the border, fence it off, and control the only road through the sand. But they won’t do that. (…) Maj.-Gen. (res.) Giora Eiland is a former national security adviser and former head of the IDF’s Planning and Operation branches.

1-1. Amos Harel & Avi Issacharoff: The ball is now in Hamas’ court in Gaza Jan 18, 2009 / By Haaretz
The key question as far as Israel is concerned is, starting Sunday, how to respond to the next rocket that lands in the western Negev. We have already failed that very test at least three times in the past: After the pullout from Lebanon in 2000, after the disengagement from Gaza in 2005 and during the cease-fire with Hamas in 2008. In all the aforementioned cases, the threat of a harsh response on Israel’s part turned out to be an empty one, and hostilities against Israel continued to trickle in, eventually resulting in a major conflagration. (…) Should the fighting indeed subside, we are in store for a fierce struggle to set the narrative for the war. Three weeks before the elections, the government will seek (…) Hamas, in turn, will try (…) The deal concerning Hamas will be tough to market in Israel because it does not include an arrangement for the retrieval of Gilad Shalit. This in an emotional issue, as can be seen in the graffiti that IDF soldiers left in many houses in the Strip: “Gilad, we were here.” (…)

While Palestinians reported that some 1,300 were killed during the operation, there have been reports that fewer than half that number were actually killed. Eisenberg said that more than half were Hamas operatives. “Most of the dead are adult Hamas operatives with blood on their hands,” he said.

1-3. Latest reports on death toll after Israel’s military offensive into Gaza Strip Jan 20, 2009 / By APA, Azerbaijan
Tens of thousands of Palestinians have been left homeless and 400,000 people still have no running water, APA reports quoting UN press release. (…) according to the Palestinian Ministry of Health, 1,314 people had been killed, including 416 children and 106 women; and 5,320 people had been injured, including 1,855 children and 795 women. That brought the total number of dead and injured to over 6,600. On the Israeli side, 4 civilians had been killed and 84 injured since 27 December. Also, nine soldiers had been killed. A total of 50 United Nations facilities had been damaged in the fighting, he added. On the medical side, primary health-care care was resuming, but there was still an enormous strain on hospitals and intensive care units, not least because 21 medical facilities had been damaged. The Al Quds hospital, damaged by shelling, was still closed, and other facilities were only partially opened. During the conflict, 13 health personnel had been killed and 22 injured, while on duty.

♥ PART 2, OPERATION CAST LEAD – 2 ♥
JIWON: I wanted to post another article, but it is not written in English. This article explained why it is impossible to avoid Palestinian Civilian Blood and Tears despite IDF’s exact targeting. That Palestinian society is perhaps the most crowed community in the world and people are just scared of going out despite of the radio’s frequent advices and they never know whether Hamas members are living in next door or not, and therefore, they never know where to hide or how to protect themselves. It seems that only Hamas members know where they can find safe shelters to avoid Israeli air force attacks. Perhaps… Amira Hass’s three articles are related to what I read. Rafah residents came to the realization on Tuesday that the air force has adopted a new method for destroying weapons smuggling tunnels in the town. (…) The buzz of the drones and the shrieking missile fire interspersed with the exploding bombs were heard all day and all night. A total of 12 ordnances were counted on Tuesday, though 12 explosions were not heard. Instead of an explosion, people felt the ground shake beneath their feet. (…) All the residents of the neighborhoods adjacent to the tunnels – whose population is said to be in the thousands – have left their homes in recent days. Most are staying with relatives. Some 200 are being housed in an UNRWA-managed school. The UN body which is responsible for providing aid to refugees said it believes the numbers will only grow. Nonetheless, it appears that some Palestinians have continued work in the tunnels, as can be attested by a number of commodities that have suddenly emerged, like bananas. In contrast, fuel and diesel – which have been supplied by Egypt through underground pipes – have been cut off. Gas tanks have also ceased to arrive. And the shortage is critical. (…)

(…) The ICRC said it had been informed that there were more wounded sheltering in other destroyed houses in the area. “The ICRC believes that in this instance the Israeli military failed to meet its obligation under international humanitarian law to care for and evacuated the wounded. It considers the delay in allowing rescue services access unacceptable,” it said.

2-2. IDF coordination chief: There is no humanitarian crisis Jan 1, 2009 / By Jerusalem Post
Hamas terrorists are using civilian infrastructure in the Gaza Strip – including hospitals, mosques and areas next to offices of international aid groups – to conduct terrorist activity and fire rockets at Israel, Col. Moshe Levi, commander of the IDF’s Gaza Coordination and Liaison Administration (CLA), said Thursday.
Levi, who is in charge of coordinating humanitarian efforts in the Gaza Strip, told The Jerusalem Post that since Sunday over 330 trucks carrying food, medicine and medical supplies had been allowed into the Gaza Strip despite the daily rocket barrages against the South. In addition, the CLA has facilitated the transfer of 10 ambulances and 2,000 blood units to Gaza, and has approved a Palestinian request to allow three Gazans wounded in the fighting into Israel for medical treatment, Levi said.
He rejected Palestinian claims of a humanitarian crisis in the Gaza Strip. “Hamas is trying to create the appearance of a humanitarian crisis, but together with the international organizations, we are preventing this from happening,” he said. Levi said Israel was prepared to accept additional wounded Palestinians for medical treatment, but that the Palestinians had not submitted a request. He said 80 wounded had been allowed into Egypt for treatment as well.
The CLA commander said it was possible that Hamas was preventing wounded from leaving Gaza for medical treatment, but that either way, the health system in Gaza was “stabilizing” and that there were 2,200 beds available for the wounded. “We asked if they wanted to send us more, and they said they were managing,” Levi said. “In recent years, the hospital system has improved in Gaza, and today there are hospitals in every district in the Strip.”
Levi backed up comments made by Shin Bet (Israel Security Agency) chief Yuval Diskin that Hamas operatives were conducting operations inside Gaza’s Shifa Hospital and in mosques. “Hamas uses civilian infrastructure to shoot at us,” he said. “They fire from next to buildings that belong to international organizations and from within urban centers.” The Palestinian people, he said, understood that Hamas was responsible for Operation Cast Lead and that Israel had made this clear by launching only surgical air strikes at Hamas targets. “The IAF is focused on Hamas installations and Hamas officials who are known to the Palestinian people,” he said. “The Palestinian street knows that our operations are directed solely against Hamas.”

1-4. EU provides 3 mln euros of emergency humanitarian aid for Gaza Jan 4, 2009 / By Xinhua, China
BRUSSELS, Jan. 4 (Xinhua) — The European Commission announced on Sunday that it would provide an extra 3 million euros (some 4.2million U.S. dollars) in emergency humanitarian aid for the Gaza Strip “as rapidly as possible” to meet the basic needs of people affected by the Israeli airstrikes. The executive arm of the European Union (EU) also called on Israel to ensure a smooth passage for the humanitarian aid. “Blocking access to people who are suffering and dying is also a breach of humanitarian law. I call on the Israeli authorities to respect their international obligations and ensure a ‘humanitarian space’ for the delivery of vital relief,” said European Commissioner for Development and Humanitarian Aid Louis Michel. The latest aid, the first humanitarian funding earmarked by the European Commission in 2009, will be focused on food, emergency shelter repairs and further medical support, according to the Commission. In 2008, the European Commission provided more than 73 million euros in humanitarian assistance for victims of the Israeli-Palestinian conflicts in the Palestinian territories, of which 56% was for relief activities in the Gaza Strip.

The residents of Gaza have never had ownership of “their own piece of land,” as you have claimed. We left Gaza because of our own interests and needs, and then we imprisoned them. (…) Hamas cannot be put down forcibly. Despite all the destructive force we used in this war, I still can’t see how the Palestinians have been influenced (…) Do you wish to live in a country with such a reputation? A country that proudly announces it has gone “crazy,” as some Israeli ministers have said in regard to the army’s operation in Gaza? I don’t. (…)

1-21. A.B. Yehoshua: An open letter to Gideon Levy (The fact is that… We will need them again in the future…) Jan 16, 2009 / By Haaretz
(…) There is something absurd in the comparison you draw about the number of those killed. When you ask how it can be that they killed three of our children and we cause the killing of a hundred and fifty (…) In other words, it is not the killing itself that troubles you but the number. On the face of it, one could answer you cynically by saying that when there will be two hundred million Jews in the Middle East it will be permissible to think in moral terms about comparing the number of victims on each side. But that is, of course, a debased argument. After all, you, Gideon, who live among the people, know very well that we are not bent on killing Palestinian children to avenge the killing of our children. All we are trying to do is get their leaders to stop this senseless and wicked aggression, and it is only because of the tragic and deliberate mingling between Hamas fighters and the civilian population that children, too, are unfortunately being killed. The fact is that since the disengagement, Hamas has fired only at civilians. Even in this war, to my astonishment, I see that they are not aiming at the army concentrations along the border but time and again at civilian communities. Please, preserve the moral authority and concern that you possessed, and your distinctive voice. We will need them again in the future, which promises further ordeals on the road to peace. In the meantime, it would be best for us all – we and the Palestinians and the rest of the world – to follow the simple moral imperative of Kantian philosophy: “Act only according to that maxim by which you can at the same time will that it should become a universal law.” In friendship always,

(…) The handful of journalists trying to cover the events, despite the outrageous media closure Israel has imposed, are also in danger. The Israel Defense Forces Thursday shelled the media building they were in and now they are all crowded in one office, as fearful and horrified as the rest of the scorched city’s residents. The BBC’s Arabic correspondent, furious and alarmed, swears hoarsely that nobody fired from the building or around it. Meanwhile, in our television studios, there is rejoicing. (…) FMi Livni explains, with intolerable arrogance (…) This is how Israel now looks to the outside world – its tanks in the burning streets of Gaza; more and more people being killed for nothing; tens of thousands of new refugees; an appallingly haughty foreign minister, and a growing clamor of condemnation and disgust from all over the globe. (…)

1-18. Gideon Levy: Compared to previous wars, Gaza op is child’s play Jan 15, 2009 / By Haaretz
(…) That’s how it goes when war is waged in such a densely populated area with a population so blessed with children. About half of Gaza’s residents are under 15. No pilot or soldier went to war to kill children. Not one among them intended to kill children, but it also seems neither did they intend not to kill them. They went to war after the IDF had already killed 952 Palestinian children and adolescents since May 2000. (…) A significant majority of the children killed in Gaza did not die because they were used as human shields or because they worked for Hamas. They were killed because the IDF bombed, shelled or fired at them, their families or their apartment buildings. That is why the blood of Gaza’s children is on our hands, not on Hamas’ hands, and we will never be able to escape that responsibility. The children of Gaza who survive this war will remember it. (…) A child who has seen his house destroyed, his brother killed and his father humiliated will not forgive. (…)
(JIWON: There is nothing wrong with this author’s viewpoint. However… Hamas knew this from the very beginning, and then all the situation here should also be interpreted as the best example of Hamas’ using human shields. Under the normal situation, of course, those kids should be protected. In a real situation like this, however, what else can Israeli side do as long as Hamas is receiving a hint of support from the OUTSIDERS? For Israelis, there is absolutely no choice left. They just have to decide HOW MANY and HOW LONG they should kill those human shields. And those kids only grow a desire of suicide bombing inside their heart just as Hamas wanted them to do, and the cycle continues…)

1-16. Dichter: Hamas salaries paid at Shifa Hospital Jan 12, 2009 / By Jerusalem Post
Regarding Israeli intelligence reports that Hamas’s leadership had taken refuge in the hospital, Dichter said, “Shifa Hospital has long ago ceased to be just a hospital, just as the UNRWA humanitarian and health services in Gaza long ago ceased to be just humanitarian services providing food and medical services.” “UN schools in Gaza long ago stopped being just schools,” he added. “All these services and places are refuges for Hamas terrorists and commanders.” Asked why Israel was not acting against Shifa Hospital, Dichter answered that an attack on a hospital could not be carried out “for obvious reasons.” “Shifa is in the middle of a very crowded area in Gaza, and you would have to get through half a million Gazans to get to the hospital and arrest Hamas people there. So that’s not doable,” he said. Dichter pointed out that it was common knowledge in Gaza that Hamas held meetings in the hospital. “Shifa Hospital, which is situated in the more wealthy western part of Gaza City, is a very big hospital, but you can hear from the Palestinians who visit there – it is somewhat of an open secret – that Hamas commanders walk around the hospital, in some instances wearing doctors’ robes,” he said. “In some cases the Hamas commanders kick medical teams out of rooms so that they can hold meetings.” In response to Dichter’s comments, a UNRWA spokesman in Israel said the UN was getting mixed messages from the Israeli establishment, and that with each “flip flop” the credibility of each Israeli assertion is “diminished incrementally.” Following two attacks against UNRWA employees last week, in one of which a Palestinian aid convoy driver was killed, allegedly by Hamas snipers, UNRWA briefly suspended its humanitarian operations, but restarted them after the Israeli coordinator of government activities in the territories expressed “deep regret” for the targeting of UN workers. “He [Amos Gilad] made it clear he wanted UNRWA’s 9,000-10,000 workers to resume their humanitarian efforts,” UNRWA’s Chris Gunness said. Regarding Dichter’s assertion that UNRWA facilities were shelters for terrorists, Gunness said that where there was a specific complaint about a UN installation or employee, it was always investigated. “Where any abuse of UN installations is discovered the UN carries out disciplinary action, including dismissals,” Gunness said. UNRWA keeps a list of all of its employees and cross-references them with the UN 1267 terror list as mandated by the Security Council. UNSCR 1267 concerns al-Qaida, the Taliban and any associated individuals and entities, and it works to freeze their assets. UNRWA also sends lists of all of its employees to the Israeli security establishment, a UN source said. “We have a zero-tolerance policy when we find abuses of our facilities,” Gunness said.

1-10. Editor’s Notes: The foulest fight Jan. 9, 2009 / By Editor in Chief of Jerusalem Post
(JIWON: This is not that I support this author. I just want to know the exact information about the way Hamas is training and using Palestinian civilians as Human Shields..)
(…) Israel is bombing mosques in Gaza. Six of them and counting. In recent years, the purported disrespect for Islam displayed in the writings of authors such as Salman Rushdie has been sufficient to provoke death sentences and mass rallies. (…) In a terrible incident on Tuesday, Israel hit an UNRWA school, and in the subsequent explosions a reported 40-plus people were killed, many of them civilians. An outraged UNRWA emphatically denied an IDF claim that a Hamas mortar battery had been firing from the school, and that secondary blasts indicated the presence of further explosives there; the Associated Press cited eyewitness accounts of “a small group of militants firing mortars near the school and running away.” The accusations and counter-accusations will rumble on, and there’s little likelihood of a definitive narrative emerging. (…) The name of that mosque rather gives the game away, of course. Maqadma was one of the founders of Hamas and its military chief. He was killed in an Israeli helicopter strike in Gaza in March 2003, soon after a series of Hamas terror attacks, including a suicide bombing on an Egged bus in Haifa that killed 17 people. Israeli security officials say the mosques that have been struck, long known as centers of Islamist indoctrination and vicious anti-Israeli and anti-Jewish incitement, are being used as weapons stores, command centers, as cover for networks of tunnels – in short, Hamas military positions. Again, there has been no frenzied rush by Gaza’s clerics to dispute this devastating accusation. (…) Civilians are supposed to be off limits. So too, by extension, homes, schools and places of worship. Yet Hamas stores its ammunition and manufacturers its weaponry in precisely such places. On the very first day of Operation Cast Lead – 10 days, that is, before the tragic incident at the UNRWA school – Israeli security sources specified that Hamas was operating at or close to schools in some of Gaza’s most dense population centers. The initial air strikes, which hit targets that had been evaluated for many months, eschewed numerous key Hamas positions precisely because they had been so callously established in the heart of civilian areas. (…) Hamas gunmen, even more cynical than their Hizbullah counterparts, are fighting out of uniform – they look like innocent civilians, deserving of protection, until they pull out guns or rush at IDF soldiers with suicide-bomber belts. Security officials say some are maintaining a years-long practice of taking children with them when they prepare missile attacks into Israel, confident that the IDF won’t touch them. Sometimes, the officials say, they have children with them when they confront soldiers at close quarters, as well. (…) In this cynical new theater of war, journalists discredit themselves and their profession if they fail to look beyond the immediate and into the context. Why is the Israel-Gaza border not quiet? Why has Hamas been firing rockets into Israel for years? Who is to blame for the presence of civilians in the combat zone? These are the kinds of questions that have not been asked enough, if at all, on would-be fair-minded TV and radio stations these past two weeks. Meanwhile, Israeli officials – whose government provides electricity for the enemy, sends in food and medicine, and telephones terror chiefs to warn them that their homes are about to be blown up so that their families can be evacuated – are relentlessly assailed for purported indifference to Gaza’s suffering. If no Palestinian official is available to answer the wider questions, then reporters have an obligation to explore them themselves. Gaza is by no means the only combat zone where Iranian-Islamist terror tactics are deliberately placing civilians in the line of fire. The footage is clearer than ever, but right and wrong are harder to discern these days in many places where the guns are firing and the bombs are falling. Death and injury to civilians on one side of the battle zone may not be principally the responsibility of the combatants on the other side. A keener focus is required. Too little journalism, for now, is keeping pace with the extremists’ cynically innovative methodologies. HAMAS EXPLOITATION of civilian suffering reaches its apogee when it comes to the hospitals. Earlier this week, Shin Bet chief Yuval Diskin briefed ministers to the effect that part of the Hamas leadership was operating from a bunker constructed under Gaza City’s main Shifa Hospital. There have been reports of sightings in the hospital wards, and of the commandeering of ambulances. Very early in Operation Cast Lead, Hamas announced, falsely, that it was moving all patients out of Shifa, because, it claimed, Israel was about to bomb the hospital. Israeli officials publicly and immediately dismissed the notion as Hamas propagandist misinformation, of which there has been plenty. This was more than a week before Diskin dropped his bunker bombshell. Plainly, Hamas knew it had every reason to fear an Israeli attack on the hospital. In fact, a senior security official said this week, Israel would under no circumstances target Shifa. Hamas leaders, safely protected by the civilians they deliberately placed in harm’s way, can evidently sleep soundly.

1-9. Avishai (Jerusalem) & Bahour (Ramallah): Playing into the hands of Hamas Jan 9, 2009 / By Haaretz
If Hamas thought…, they were wrong. On the other hand, if Israel thinks…, it is wrong too. There is no military solution to this conflict. (…) Israelis knew in advance that Hamas forces are not a regular army; they will not come out of hiding and be mowed down like soldiers in World War I. To go after them effectively, in, of all places, the Gaza Strip, one of the most densely populated places on earth, the IDF would have to level its towns and cities, block by block, and intensify the nightmare of the Gazan population, more than half of which is children under the age of 15. This cannot succeed in achieving Israel’s stated aim of degrading Hamas’ long-term capabilities and motivation. It will certainly not undermine Hamas’ appeal, especially since the electricity and water infrastructures are also inevitably targeted. Now that Israeli soldiers have been killed in this tragic operation, there are the unavoidable cries that the IDF “go all the way,” so their deaths would not have been in vain. But Israel cannot make Hamas surrender – it cannot “win.” Meanwhile, the carnage will help Hamas, and other Palestinian military factions, make their case – not only in Gaza, but across the West Bank too. A glorious stand will even turn them into cultural heroes among Israel’s Palestinian Arab citizens. It should be clear by now that Hamas’ appeal only grows when Israelis attacks Palestinians. It increased when Israel insisted that occupied territory was merely “disputed,” ignoring its obligations under international law, and tried to dissociate its unilateral “disengagement” from Gaza from the continuing occupation of the West Bank and East Jerusalem. Hamas appealed to circles upon circles of Palestinian youth, who, grieving for friends or relatives killed in clashes with occupation forces, or appalled by iron-fist policies, succumbed to rage or survivors’ guilt. Its appeal increased in the absence of any concrete progress toward peace, indeed, when the peacemaking process seemed endlessly stalled. Hamas’ appeal spread, finally, when Palestinian economic life seemed futile, or inevitably corrupt – when a fight to the last martyr seemed the only chance at a meaningful life – or death. Give Gazans open borders, relief from grinding poverty, and business opportunities with West Bank and foreign partners and, over time, this will win over Hamas-controlled tunnels and smuggling every time. The Palestinian private sector, centered in Ramallah, has begged Israel and the international community for 18 months to allow it access to Gaza, to build new businesses. Israel refused. Tragically, many who have been killed this past week were not Hamas militants, but rather Palestinians who worked in Hamas-run ministries or institutions because they had no choice if they wanted to feed and clothe their children. The critical point, surely, is that one cannot do in two weeks with force what you need to do over a generation with reciprocity. Even as it worked toward an overall solution to the conflict, Israel could have respected international law regarding occupation, observed the Geneva conventions, helped build Palestinian civil society, stopped settlement construction, invited international monitors, and allowed Palestinians to compete non-violently, politically, economically and socially. It could have, in short, allowed for unity and rationality in Palestinian politics. This is not, well, rocket science.

1-6. ANALYSIS / Gaza 2009 – To win, all Israel has to do is survive Jan 4, 2009 / By Haaretz
No one knew Israel better than Nizar Ghayan. A professor at the Islamic University in Gaza City, as well as the most respected Hamas military and spiritual strategist since the 2004 assassination of Hamas founder Sheikh Ahmed Yassin, no one knew better than Ghayan the maxim he taught his students: Whatever Israel does to Hamas, Hamas will win. If you kill us, we will become martyrs, the most beloved of God and the Palestinian people, and we will win. If you refrain from killing us, whether from fear or political expedience or moral considerations, we have only cemented our victory. (…) There was every reason to believe Ghayan was right in every respect. That is, until Israel gave the order to kill him on Thursday. Something has changed in the Mideast equation, and the killing of Ghayan [pronounced like Ryan with a hard R], is a telling indication of that change. Knowing Israel (having listened to the Israeli far-right as it condemned the IDF as an army of pansies afraid to fight, and to the Israeli far-left as it sympathized only with Gaza casualties and not those in Sderot), Ghayan knew that he could surround himself with the human shields of four wives and 11 children and survive this war. Knowing the UN and the international community, Ghayan knew that if he used mosques for Hamas armed wing headquarters and storage armories for longer-range rockets from Iran and China, Israeli military planners would not dare to attack them, fearing a grave diplomatic and public outcry. Knowing that the Israeli Air Force (in his view, demonstrating the Jew’s essential weakness) had begun warning Gazans of impending attacks, Ghayan refused to have his family take to the roof to cause Israel to call off the bombing. The human shield would suffice. In a matter of 24 hours, two mosques serving as Hamas military bases were destroyed, and Ghayan and his family killed. The world? The world has taken much more interest in New Years. The Palestinians? A central fact of the Mideast equation may, at long last, be dawning on them: To win, all that Israel has to do, is survive. (…) And many Palestinians, grieved and furious as they are over the civilian deaths in Israeli air raids, are coming to the same conclusion. (…)

(…) Haniyeh has been in hiding since the beginning of Operation Cast Lead. His aides said that he would reappear only after a cease-fire with Israel is formally reached. Kuwait said on Tuesday that it would not channel funds to the Gaza Strip through the Palestinian Authority leadership in Ramallah. Instead, the Kuwaiti government will deposit the financial aid with the Arab Development Fund, an independent body consisting of representatives of different Arab countries. The decision came at the request of a number of Kuwaiti parliamentarians who said that they don’t trust Abbas and PA Prime Minister Salaam Fayad because of reports about financial corruption in the PA. (…) Meanwhile, PA security forces in the West Bank have arrested five Palestinian journalists in the past week as part of an ongoing massive crackdown on Hamas supporters and members. One of the journalists arrested by the PA security forces is Khaled Amayreh, a resident of Hebron who has long been reporting about financial corruption in the PA. Amayreh was arrested on suspicion of being affiliated with Hamas and Islamic Jihad, a PA security commander told The Jerusalem Post. “His arrest had nothing to do with the fact that he’s a journalist,” the commander said. “He was arrested because of his links to Islamic organizations.” (…)

Some Fatah leaders want to join Hamas; but senior Abbas aid derides Hamas as an Iranian puppet. (…) One of them, Ziad Abu Ein, a deputy minister in the PA, called on Hamas to return the weapons it had confiscated from Fatah members in the Gaza Strip so they could help in fighting against the IDF during a ground offensive. Abu Ein said Fatah had about 70,000 loyalists in the Gaza Strip, many of them former members of the PA security forces, who were prepared to repel an Israeli incursion. (…) The Fatah members, who spoke on condition of anonymity, pointed out that the PA leadership here had banned all forms of demonstrations in support of Hamas in the West Bank. (…) The criticism against Abbas and the PA leadership is a sign of growing divisions inside the ruling Fatah faction over how to relate to the anti-Hamas IDF campaign. Senior Fatah members – including Marwan Barghouti, the top Fatah operative who is serving life terms in Israeli prison – are said to be “enraged” with the way Abbas is handling the conflict. (…) The Fatah officials are worried that the IDF operation will make their leaders appear as if they were collaborating with Israel. The Arab media has been full of unconfirmed reports suggesting that the main goal of the Israeli operation is to pave the way for the return of Abbas’s men to the Gaza Strip after they were kicked out in the summer of 2007. (…) Tayeb Abdel Rahim, a senior adviser to Abbas, accused Hamas of spreading “lies” and of incitement against the PA leadership. He admitted, however, that the PA had formed a special committee “to follow up on the situation in the Gaza Strip.” (…) “The Hamas leadership has disappeared, and someone needs to look after the Palestinians,” he said. “What’s wrong with the establishment of a committee to follow up on what’s happening in the Gaza Strip? Mahmoud Abbas is the president of all the Palestinians, and it’s his duty to follow up on the situation on all levels.” Abdel Rahim denied allegations by Hamas that the PA was providing Israel with information about the whereabouts of Hamas leaders and the location of security installations. “The information is coming from within Hamas’s ranks,” he charged. “Hamas has been infiltrated [by Israel].” He also denied that Fatah had set up special cells of its supporters in the Gaza Strip to help Israel get rid of Hamas and to prepare for the return of the PA. The PA official accused Hamas of serving Iran’s agenda and of seeking to marginalize the role of Egypt, Saudi Arabia and other Arab countries in the region. (…) Accusing the Hamas leaders of being “arrogant and political idiots,” Abdel Rahim said the Islamist movement did not believe that Israel would attack the Gaza Strip out of fear for the life of kidnapped IDF soldier Gilad Schalit and because of the upcoming general elections in Israel. He also condemned Hamas Prime Minister Ismail Haniyeh for declaring that Hamas would not succumb even if the entire Gaza Strip were wiped out.

15. ANALYSIS / Egypt-Syria row hampering Gaza truce efforts Jan 9, 2009 / By Haaretz
Serious differences of opinion between Syria and Egypt are making the process of reaching a Gaza cease-fire agreement difficult. Syria has advised Hamas not to accept Egypt’s cease-fire proposal (…) In Syria’s opinion, which is coordinated with Iran, the Egyptian proposal may undermine Hamas’ position in the Gaza Strip and present Israel with an advantage. (…) The Egyptian initiative, on the other hand, calls for a cease-fire During the cease-fire, Egypt would hold talks with Israel and Hamas to reach a long-term agreement, and at a later stage would resume the talks between Hamas and Fatah over forming a national unity government. (…) The Egyptians are only willing to open the crossing on the basis of the terms of a 2005 agreement, which requires the presence of Palestinian Authority officials, European Union observers and Israeli cameras. Egypt believes that the crossings should be opened at this stage to usher in humanitarian aid. (…) The rift between Syria and Egypt is such that the two countries are exchanging their positions through French President Nicolas Sarkozy and Turkish Prime Minister Recep Tayyip Erdogan.

9. Egypt doesn’t want to legitimize Hamas (Arabs continue diplomatic bid to slam Israel, halt IAF) Jan 2, 2009 / By Jerusalem Post
(…) In fact, it was reported that Syria wanted to see a resolution that required Cairo to fully open the Rafah crossing between Sinai and Gaza, which Egypt has largely kept closed since Hamas came to power in 2007. But Egyptian President Hosni Mubarak, who does not want to legitimize Hamas, has made it clear that he would only open the crossing when the Palestinian Authority controlled the Rafah terminal, as required by a 2005 international crossing agreement his country has signed. (…)

8. ‘Egypt: Hamas must halt attacks for truce’ Jan. 2, 2009 / By Jerusalem Post
Egypt’s foreign minister said on Thursday that Hamas must ensure rocket fire stops in any truce deal to halt Israel’s assault on the Gaza Strip, criticizing the Palestinian group for giving Israel an excuse to launch the bombardment. Ahmed Aboul Gheit’s comments came as Turkey’s Prime Minister Recep Tayyip Erdogan met with Egypt’s president, part of a tour by the Turkish leader to work out an Egyptian-Turkish initiative to end the violence. The initiative calls for a halt to Israel’s assault, a return to a Hamas-Israel truce and an international mechanism to ensure the opening of Gaza border crossings. Erdogan met a day earlier with Syrian President Bashar Assad and was expected to head to Saudi Arabia on Saturday.
Aboul Gheit said any eventual truce agreement should include a mechanism to oversee “that everything proceeds without one side causing problems with the other.” He told journalists that the mechanism could involve “international forces or Arab forces or just observers.”
Israeli officials have said they want international monitors to ensure compliance with any truce.
It was not clear whether the mission of monitors proposed by Aboul Gheit would be to ensure the truce or be limited to observing border crossings, one of the central issues in the dispute over Gaza because of Israeli fears of smuggling of weapons.
Aboul Gheit said Israel must immediately halt its offensive, but he insisted Hamas must commit to enforcing a halt to rockets. “We expect the Palestinian side to say that if a cease-fire is announced, we’ll stop firing rockets,” he said, warning that “some loose group can decide to continue firing rockets and make it difficult to have a cease-fire.”
He criticized Hamas, saying Egypt had seen “the signals that Israel was determined to strike Hamas in Gaza for the past three months. They practically wrote it in the sky.” “Unfortunately, they (Hamas) served Israel the opportunity on a golden platter to hit Gaza,” he said.
U.S. allied governments like Egypt and Saudi Arabia, which have been critical of Hamas and are worried its control of the Gaza Strip gives their regional rival Iran a foothold. The Israeli onslaught, which has killed some 400 Palestinians since last Saturday, had hiked tempers between pro-U.S. countries on one side and Hamas’ supporters, Syria and Iran, on the other.
Egypt in particular has come under harsh criticism for not opening up the Rafah crossing, the only access to Gaza that does not go through Israel. Its opponents accuse Egypt of joining Israel in blockading the territory in an attempt to remove Hamas, which took control in the tiny coastal strip in 2007 in fierce battles with loyalists of Palestinian Authority President Mahmoud Abbas.
Aboul Gheit repeated Egypt’s argument that it cannot open Rafah unless Abbas’ Palestinian Authority – which runs the West Bank – controls the crossing and international monitors are present.
He said Hamas wants Rafah opened because it would represent implicit Egyptian recognition of the militant group’s control of Gaza. “Of course this is something we cannot do,” Aboul Gheit said, because it would undermine the legitimacy of the Palestinian Authority and consecrate the split between Gaza and the West Bank.
Aboul Gheit said Egypt had proposed that Arab foreign ministers who gathered in Cairo a day earlier request Hamas allow Palestinian Authority control of Rafah. But Syria rejected the proposal, he said.

3. Cairo offers mediation despite tension Dec 31, 2008 / By Jerusalem Post
The Egyptians have told Jerusalem they are prepared to renew the dialogue with Hamas that Cairo believes can lead to a long-term cease-fire as well as reconciliation between Hamas and Fatah. Meanwhile, Egyptian President Hosni Mubarak further angered Hamas on Tuesday by insisting that he would not open the Rafah crossing between Sinai and Gaza unless it was controlled by the Palestinian Authority, and European monitors required under a 2005 agreement were present. Otherwise, opening it would “deepen the breach” between Hamas and PA President Mahmoud Abbas, whom Egypt considers the legitimate leader of the Palestinians, Mubarak said. (…) Israeli officials said that despite current tension between Hamas and Cairo over Egypt’s refusal to open the Rafah crossing, Hamas would have no option but to rely on Egypt to broker a cease-fire. Both Turkey and Qatar have taken some steps toward trying to mediate as well, but neither has the same standing in the region as Egypt. It is not clear that Israel would rely on Qatar, a country with which it does not have full diplomatic relations, and Turkey, one Israeli official said, just didn’t have as good an understanding of the situation on the ground or the players involved as did Egypt. (…) Egypt has made no secret of its anger toward Hamas and has relayed messages to Jerusalem that it is in favor of Israel’s efforts to stop the rocket attacks against the South. Egypt has, however, called on Israel to stop the operations in Gaza, which it says are disproportionate. (…)

3-6. Arabs seek UN resolution to stop Gaza war Jan 4, 2009 / By Jerusalem Post
The United States late Saturday blocked approval of a Security Council statement calling for an immediate Israeli-Hamas cease-fire (…) France’s UN Ambassador Jean-Maurice Ripert, the current council president, echoed Ban, adding that France and the EU have said they are available “for any help they can provide for negotiations and any guaranteeing of any kind of agreements.” “We think it’s time for both parties to stop fighting and go back to the political track,” said Ripert, stressing that he was speaking as French ambassador not as Security Council president, a job he took over on January 1.
Libya circulated a draft statement to council members expressing “serious concern at the escalation of the situation in Gaza” and calling on Israel and Hamas “to stop immediately all military activities.” (…) “We need to have from the Security Council reaction tonight to bring this latest addition of aggression against our people in Gaza to an immediate halt,” Riyad Mansour, the Palestinian UN observer told reporters. He said 3,000 Palestinians have been killed and injured since IAF warplanes starting bombing Gaza a week ago, and if the ground offensive “is not stopped immediately then we will have perhaps thousands more of Palestinian civilians killed and injured.” “This is immoral. This is illegal. This is unacceptable and the Security Council cannot continue to sit on its hands,” Mansour said. “The Security Council has to bring Israel into compliance and to stop this aggression immediately.” “We say that all military activities, including the rockets, need to be stopped,” Mansour said. “But there has to be a sense of proportionality. Israel cannot continue to behave as a state above international law. This is the law of the jungle.”

3-5. Arabs continue diplomatic bid to slam Israel, halt IAF Jan 2, 2009 / By Jerusalem Post
(…) Indeed, the Arab League had become an assembly of many Arab states that were declining in influence, Susser said. As a result, the 22-member league is handing the Gaza issue over to the United Nations, “sending the message that this is too big for them,” said Eyal Zisser, director of the Moshe Dayan Center. “They knew this resolution has no meaning; it has to do with showing the Arab street that they are trying to do something.” Meanwhile, the war of words between Hamas and Egypt escalated again on Thursday, when a senior Egyptian parliamentarian charged Hamas leaders with abandoning Gazans. “Where are the Hamas leaders now, when the residents of Gaza are getting killed? All of Hamas’s leadership is in bunkers,” Muhammad Bassiouny, the head of the parliament’s Foreign Affairs and Defense Committee, charged in an interview with an Egyptian television station. Bassiouny is a former ambassador to Israel. Hamas leaders have largely gone underground since the IAF began its bombing campaign on Saturday, and on Wednesday, Shin Bet (Israel Security Agency) head Yuval Diskin said that many members of the organization’s leadership echelon were hiding in mosques and hospitals, some of them disguised as doctors and male nurses. In a televised address to the Palestinian public on Wednesday evening – the first such appearance since violence flared six days ago – Hamas Prime Minister Ismail Haniyeh said he derived confidence from his conviction that “the Arab people have proven the Palestinian issue is in their hearts.”

3-3. Arab leaders blame Israel’s Gaza offensive on Palestinian dischord Dec 31, 2008 / By Haaretz
Egypt was the victim of an organized campaign by Hamas and its regional allies – Iran, Syria and the Lebanese group Hezbollah. (…) The Arab world is deeply divided in its attitude towards the Palestinian Islamist movement Hamas. (…) Saudi Arabia told the opening session at Arab League headquarters in Cairo that the Israeli attacks on Gaza would not have happened if Palestinians had been united. (…) Arab League Secretary-General Amr Moussa said Arabs should take the Israeli attacks to the UN Security Council, even at a risk that a resolution would face a veto from one of the five permanent members of the council. (…) The Arab governments have also been unable to agree on whether to hold an Arab summit. Syria and Qatar are in favor, but Egypt and Saudi Arabia think a summit should wait, Arab diplomatic sources said. The Palestinian Authority’s ambassador to the Arab League, Nabil Amr, called for direct talks between Palestinian factions and for a UN Security Council ceasefire resolution. (…) Meanwhile, Iranian President Mahmoud Ahmadinejad told the Arab League (…) But Ahmadinejad did not suggest any specific action by Arab states, some of which had been criticized by non-Arab Iran for not doing enough to help protect Palestinians after more than 380 had been killed. (…) Egypt, which shares a border with Gaza, has often been singled out for criticism by Iranian protesters for not doing more to help Palestinians. Egypt, which has a peace treaty with Israel, and Iran, which does not recognise Israel, do not have full diplomatic ties. Ahmadinejad also criticised the United Nations

3-2. Cairo offers mediation despite tension Dec 31, 2008 / By Jerusalem Post
Both Turkey and Qatar have taken some steps toward trying to mediate as well, but neither has the same standing in the region as Egypt. (…) Qatar and other states have called for an emergency summit of Arab leaders. Qatar has offered to host such a summit as early as Friday. But Egypt’s Foreign Minister Ahmed Aboul Gheit said that an Arab summit “could be dangerous and subject to criticism, especially if it does not result in practical measures.”

2-4. Arab summit in Qatar to support Hamas (Qatar, Mauritania cut ties with Israel Jan 16, 2009 / By Jerusalem Post
Qatar does not have diplomatic relations with Israel but has been maintained lower-level ties (…) Mauritania had full relations with Israel. The Qatar gathering drew a stark line between Arab nations who support Hamas and those who back its rival, Palestinian Authority President Mahmoud Abbas. (…) Israel and Egypt expressed optimism Friday that a cease-fire could come soon, but the Arab divisions are likely to endure well after the Gaza fighting ends, and they could have an impact on a truce’s stability. (…) In another sign of division between the two camps, Qatar’s emir announced ahead of Friday’s gathering that his country would give $250 million in aid for rebuilding Gaza – and he said it should go “directly to Gaza,” implying that it would not go through Abbas’s government, based in the West Bank. The rival summit in Kuwait is expected to announce up to $500 million in aid for Abbas’s Palestinian Authority to help rebuilding.

3-8. Top UN official blasts Hamas for ‘cynical’ use of civilian facilities Jan 28, 2009 / By Haaretz
United Nations Humanitarian Affairs Chief John Holmes blasted Hamas Tuesday for its “cynical” use of civilian facilities during recent hostilities in the Gaza Strip. “The reckless and cynical use of civilian installations by Hamas and indiscriminate firing of rockets against civilian populations are clear violations of international humanitarian law,” Holmes told the UN Security Council.

3-5. UN Security Council passes resolution on Gaza cease-fire (US abstained) Jan 9, 2009 / By Haaretz
U.S. Secretary of State Condoleezza Rice praised the resolution and said she abstained only because the United States first wanted to see the outcome of an Egyptian mediation effort. (…) Israel had opposed the idea of a binding UN resolution. (…) A Western diplomat said there was something for both Israelis and Palestinians in the final text of the resolution. “You need to give the Israelis something which responds to their legitimate security concerns about smuggling, and the balancing element of that for the Palestinians is to find a sustainable way of opening the crossings” into Gaza. (…) In a possible sign Hamas was unwilling to compromise yet (…)

2-4. EU leaders bring no concrete truce ideas Jan 6, 2009 / By Jerusalem Post
(…) “We didn’t have a specific plan for the cease-fire because the cease-fire must be concluded by the parties. We can help it, mediate, assist a solution, but it is not up to us to propose the conditions of the cease-fire,” Schwarzenberg said. Senior diplomatic officials said that, to a certain extent, the visits by both Sarkozy and the EU delegation were meant more for domestic European consumption than anything else, to give the European public a feeling that their leaders were involved and looking for a solution.

1-4. Analysis: Czechs lead divided European delegation Jan 5, 2009 / By Jerusalem Post
(…) This visit is also the first to be headed by Czech Foreign Minister Karel Schwarzenberg following the handover of the EU presidency from Paris to Prague on January 1. In a fundamental change in the EU’s tone, Czech spokesman Jiri Potuznik, speaking in the name of the EU, referred to the Israeli ground operation as “defensive, not offensive.” This statement reflects the slowly increasing influence of the “new Europeans,” whose policies are shaped by the memory of the Soviet occupation, resulting in a stronger position against terrorism and dictatorships than Western Europeans. They are also less vulnerable to Arab pressure, in part because their populations include far fewer Muslims and Arabs. But the European leadership “troika” is strongly divided, with both France, which held the presidency until last week, and Sweden, which takes over on July 1, continuing a “soft power” policy that opposes military action, particularly by Israel, and tends to see Palestinians as victims. Directly opposing the Czech statement, the French Foreign Ministry condemned “the Israeli ground offensive against Gaza as it condemns the continuation of rocket firing.” This statement makes no distinction between Hamas and the IDF, or between aggressor and defender. (…)

BERLIN – The president of Germany’s 105,000 member Council of Jews, Charlotte Knobloch, criticized Social Democratic Foreign Minister Frank-Walter Steinmeier (…) In contrast, Knobloch said she was “very satisfied” with the position of Chancellor Angela Merkel, who has pinned the blame squarely on Hamas for the outbreak of the war. (…) Knobloch called for the “involvement” of former Green Party Foreign Minister Joschka Fischer, who sided with Merkel (…) The chairman of the German-Israeli parliamentary group, Jerzy Montag of the Green Party, who raised the ire of Israeli diplomats last December at a function celebrating Israel’s 60th anniversary by criticizing Israel’s conduct toward the Palestinians, declined to respond to a Post press query on the absence of a solidarity statement for Israel from the German-Israeli group. But in an e-mail to the Post, MP Dirk Niebel, the general secretary of the Free Democratic Party who serves on the executive committee of the German-Israel group, wrote, “The paralyzing fear that Israel suffers is unbearable. Imagine if a neighboring country, like Belgium, would constantly attack Aachen with rockets. No country could accept these conditions. It is absolutely necessary that Israel’s right to exist, as a Jewish state within secure borders and free of terror and threat, be ensured.” (…)

♥ PART 10-plus, ISRAEL – 4. BANANA REPUBLIC –BIBERMANN GOVERNMENT ♥
(JANUARY 29, 2009) JIWON: Dear EU,
Please check John Holms in Category-UN of my Knesset-blog. This British guy has been one opinion even before I organized all the happenings. What do you think about this? (To be honest, I was surprised to know that he was British…)
If I were UN’s John Holms or USA’s George Mitchell, I would simply ignore Kadima’s Livni, who will anyway lose in this coming election. You guys have been doing a terrific job to destroy Livni’s fate. Why not more? Finally… in these days, it’s better directly to face Bibi’s recent big mouth and watch out Dorit Beinisch’s future behaviors to handle Lieberman-case.
1. Avigdor Lieberman finished his deal with Dorit Beinisch by supporting Elena Bashkirova. It was months ago. (I reported it in my previous Knesset-mails.) However, Beinisch’s first choice is Bibi’s Likud, so no one knows what will happen to Lieberman-case in Banana-Republic during Bibi’s era.
2. Hadn’t this Russian immigrant Liebermann supported Elena Bashkirova, I would have openly supported part of his opinions. This guy is honest and direct, so supporting this guy rather means curing chronic disease in many ways. And I promise that Dorit Beinisch will make things dirtier by endlessly supporting Phoenix-Bibi behind the scene until all the vacant positions in higher/lower court are filled with her followers.
3. BTW, this Russian party is going to be above Labor, followed by Shas. And Kadima’s No.2 Mofaz is more extreme than moderate Likud.
4. I never understand why Phoenix-Bibi firmly believes that I would support Israeli 13th prime minister Netanyahu when he starts his moderate policy toward Palestinian state. Don’t you think he should be responsible for what he’d done as an opposition leader? This is what I am going to do with Arab guys. There should be countless Israeli prime ministers, who should survive no longer than months until Palestinians receive what they deserve. This is the only way. It was not a difficult job to create my Knesset-blog, but during this job, I almost saw bloody stool in morning toilet. I can never accept this in my future again.
Please check my analysis with UN’s John Holms.

2-1. Lieberman to Tibi: We must treat some Arab MKs like we treated Hamas Jan 20, 2009 / By Haaretz

(JANUARY 27, 2009) JIWON: Please check recent happenings. Arab parties urge constituents to vote. How much has Ahron Barak’s favorite legal idea helped to unite Israeli Arabs? Lieberman and his comical comments were doing this job and it is easy to imagine the real reason behind Dorit Beinisch and her Supreme Court. Jewish Media says… ‘In the spirit of the High Court’s past rulings, even if the Central Elections Committee disqualifies the election lists of Balad and United Arab List-Ta’al, the Court will approve their participation.’ And they did. What if Supreme court didn’t meddle in this affair so that Arab parties could establish an alternative Arab parliament while part of Israeli Arabs join Jewish party? The most effective shortcut toward Palestinian State and Divided-Jerusalem, in my view. Somehow, I can’t understand the reason of Arab parties’ hailing. Nor can I understand why there have to be so many Arab parties in this small place, where it is hard for even one united Israeli Arab party can beat minor Jewish party. And then… some Israeli Arabs don’t mind traveling to enemy’s countries during the war and they only complain about injustice. Hard to understand…

♥ PART 10, ISRAEL – 4. BANANA REPUBLIC ♥
(SOMETIME during OCL) JIWON: I just realized that a core journalist in this collection, A Purge at Haaretz (Is Haaretz going to become another Bibi-ton? How long will it take?), got fired from Jerusalem Post right after my report on Oct 13, 2008, so I decided to print every each author’s name in the right place. Does Yoel Marcus hate Olmert or not? Doesn’t he want to be fired or not? Still unclear… Olmert, look for new digs (Jan 16, 2009)… In the end, he decides to be open-minded. (Jan 20, 2009) Still, he is the only Haaretz-man, who dared to criticize Dorit Beinisch and survived…

(JANUARY 16, 2009) JIWON: See… this Western guy, General Assembly President Miguel d’Escoto, is helping BIBI. I recommend the readers to interpret Olmert-Rice scandal after reading series of happenings, including Israel’s Bibi and UN’s D’Escoto. I am the one who really want to blame Olmert on all the issues since the ground operation. Actually, I started today’s work with a strong intention to openly insult Olmert, but then… whenever I imagine myself in his shoes, when Beinisch’s Barak from INSIDE and Beinisch’s Bibi and Beinisch’s Meretz MKs from OUTSIDE are waiting to insult PM and FM Livni’s whatsoever decisions, there is absolutely no choice left. Barak’s idea of one-week humanitarian cease fire? (웬생쇼…?) It’s easy to imagine the real story behind it, all from Hamas, Bibi, Zigzagbarak, and Beinisch’s big smile hiding all behind them. I think this is why even this left-wing journalist, aka yoelmarcus came out to support Olmert’s aggressive but direct statement, which Beinsich’s Haaretz called ‘Defective judgment’. Then, I am just counting Palestinian causalities… Just sick of all those Jewish Pigs.

(JANUARY 14, 2009) JIWON: Olmert says bla-bla-bla, Barak says, Livni says… However… WHO is a real leader in this story? BIBI is the one. The rest of them are NOTHING but mere followers of BIBI’s Jewish POLL. Curiously, since my report of Banana-Republic, Beinsich’s Jewish media has quit publishing POLL.

(JANUARY 12, 2009) JIWON: Dear EU, See… Finally or As Usual, my report starts to suffer from the Settlement Issue AGAIN. Don’t you think it is now a time for me to contact ALL the members of Arab League? Weird that Labor’s Barak disappeared from this article. Instead, Haaretz is doing its usual job. Is it merely one journalist’ private opinion? Please check Labor MKs. This is real Barak. BTW, Son of Shelly Yechimovich (Labor) is no more in IDF, so she is now supporting more and more of Ground Operation. Probably, this comical female will vote against after reading this report. Why not?)

(JANUARY 10, 2009) JIWON: Dear EU, See… Just get out. Olmert’s JM Daniel Barenboim, who is destined to detest Dorit Beinsich, is right even in this story. (Ooops! Misspelling… not Barenboim but Friedmann…) Could you please check ♥ NEW PART, Strategy & Tactics ♥ before OCL? If I were an Israeli citizen, I would never agree on Tactics 1. I was mentioning this as a third party, and I still believe that this one should go with Tactics 2. Beinisch’s DM Barak was the most coward, the most disgusting Defense Minister during Olmert’s term, perhaps in entire Israeli history, even violating coalition agreement to support his boss, Dorit Beinisch, then working for his another boss, opposition leader Beinisch’s Bibi. Then, this guy has just destroyed everything that should prepare long term Settlement issue for his election campaign. It was right before OCL. Now… Please look what this Jew is doing now.)

(JANUARY 9, 2009) JIWON: It was right after the second stage of OCL, the ground operation, that I started suspecting… who and why? My suspicion started, as usual, while checking both Haaretz and Jerusalem Post. Something was weird, but I couldn’t explain the reason of my suspicion. I just felt that Dorit Beinisch and her Jewish media is preparing aftermath of the OCL so that the readers can find someone to blame after reading my report because Israel will anyway never make Hamas announce its defeat. I just found one journalist, who pointed out that IDF’s fighting method is very much alike 1982’s First Lebanon War. Hence, I started to feedback the old articles and decided to move ♥ BANANA REPUBLIC ♥ into the top of Israeli section.

Iran and Syria gave Mashaal their full backing, but significantly, both Egypt and Saudi Arabia boycotted the summit. FM Livni was meanwhile in Washington, signing a “memorandum of understandings” (…) Olmert also does not want any agreement to include Hamas as a direct party because this would de facto legitimize the group. His preference was to conclude a ceasefire “over Hamas’s head” regardless of the terror group’s position, working with Egypt and the US. (…)

This is the most just war in Israel’s history. “Israel needs to achieve a decisive victory,” Netanyahu added. “The goal has to be to topple the Hamas regime, and I would support the government if it did that. Hamas, a terrorist organization, must ultimately be removed from Gaza.”

Also, the IDF does not believe that Hamas is on the verge of collapse. Yes, the group has been seriously weakened, but the assumption in the IDF is that the group can continue to survive at its current level for several months. There have been terror and guerrilla groups that have survived against conventional militaries for even longer. For this reason, the IDF does not believe that it has achieved its goal and is therefore pushing deeper into Gaza.

19. Dror Ektes: Don’t forget the West Bank: The exact moment of Settlement expansions and Settlers’ aggressiveness Jan. 9, 2009 / By Haaretz
The world’s attention is focused on Gaza right now (…) It is precisely at such times – when reporters, foreign leaders and the Israeli security apparatus are distracted – that the most destructive events tend to happen in the West Bank, the other Palestinian entity, where Israeli rule and Palestinian life are more consistently intermeshed. This is exactly the sort of moment when major expansions in settlement infrastructure are likely to occur, and settler aggressiveness becomes more overt. Such settlement growth occurred in 2001-2003, during the height of the second intifada, and in 2006, during the Second Lebanon War, as well, when attention was focused elsewhere, much as is true of Gaza today. During the second intifada and primarily during the interval between the rise of Ariel Sharon’s government, in March 2001, and the Aqaba summit in June 2003, the number of illegal settlement outposts doubled, reaching 102. Over the course of the bloody summer of 2002, I personally witnessed settlers, backed by the IDF, fencing off thousands of dunams of private Palestinian land. (…) The 2006 war in Lebanon was also a significant growth period for West Bank settlements. (…) With this in mind, it is especially critical that we not forget the 2.5 million Palestinians and almost 300,000 settlers in the West Bank. It is precisely at times like these that we must maintain (…)

Shootings, stabbings, rocket and missile fire, and a bulldozer attack by Palestinian and Arab terrorists killed 36 Israelis and tourists in Israel in 2008, compared to 12 in 2007 and 29 in 2006. (…) The organization also reported a sharp rise in the number of injuries by Kassam rockets, Grads and mortar fire compared to the past two years. These attacks on Jewish settlements within firing range of Hamas-controlled Gaza Strip, wounded 947 in 2008. A total of 464 were wounded in 2007 and 227 in 2006. A total of 1,683 Kassam rockets fell in Israel near Gaza and another 108 shot from Gaza fell back into Palestinian areas. In Israel, eight people were killed in 2008 by rocket attacks, 19 were killed in shootings, one person was stabbed to death, one was killed in a suicide bombing, one in a bulldozer attack, and an additional eight soldiers were killed in battle. Ephraim Goldman, spokesman for Hatzalah Judea and Samaria, said that the rise in the number of fatalities and injuries from rockets and missiles was the direct result of the escalation in terror that led to the present conflagration in Gaza. “In the past few weeks leading up to the operation in Gaza as the cease-fire ended, we witnessed a sharp rise in rocket and missile fire,” said Goldman. “This is what changed the entire report and explains the rise in fatalities and injuries in 2008 compared to previous years.”

3. ANALYSIS / With Gaza raid, Barak is back in the political ring Dec 28, 2008 / By Haaretz
Two months after Ehud Olmert was elected as Israel’s prime minister, the Second Lebanon War broke out. Two months before Olmert departs, the military campaign in the south breaks out. But Olmert isn’t the story here; he’s on his way to the Prime Minister’s Bureau pensioners’ ward. Ehud Barak is the story here. (…) In case of failure, Barak will not be able to hide behind the prime minister, who is nearing the end of his political road, nor will he be able to point an accusing finger at a pilot chief-of-staff or an untrained army. The failure will be all his. In case of success, no one will be able to take it away from him. If, by the end of the operation, the general sentiment will be that Israel has once again failed to meet its goals, if rockets continue to land and Gilad Shalit remain captive, the public will turn their anger at Barak and Foreign Minister Tzipi Livni and power will drop like a ripe fruit into Benjamin Netanyahu’s lap. But if Hamas is beaten and Israel receives some peace under favorable terms, Labor and Barak may gain force, primarily at the expense of Kadima and Livni. (…)

(…) Israeli leadership will convey that message to visiting European statesmen Monday, stressing that an agreement on the Gaza Strip should include both regional and international components. (…) In addition to the foreign ministers of Sweden, France and the Czech Republic, which currently holds the rotating presidency, two senior officials charged with EU foreign policy, Javier Solana and Benita Ferrero-Waldner will also attend the meeting. Israel’s diplomatic strategy is based on a conclusion that it will not seek a new cease-fire agreement with Hamas through the services of an external mediator, which decision makers believe only legitimizes the radical Islamist organization. “Hamas has already proved that it is not a partner [for peace] when it violated the cease-fire,” a senior political source said Sunday in Jerusalem. Israel will instead seek separate agreements with moderate Arab states, with the Palestinian Authority and with the international community. “The international community will initiate the agreements and will impose it on Hamas,” the same source said. “The agreements will be with both the PA and Egypt and then if Hamas will not agree it will pay the price, mostly by even greater [diplomatic] isolation.”
Israel is seeking three agreements:
*On smuggling, a deal with Egypt, with American involvement, which already exists in the form of combat engineers working to uncover tunnels.
*On the crossings, Israel would like to bolster a 2005 agreement with the PA, Egypt, and the EU, that will restore use of the Rafah crossing and deployment of PA and EU officials that will oversee its operation.
*On a cease-fire, Israel would like to involve the U.S., France and moderate Arab countries, in a Security Council agreement that will grant Israel the right to respond to Hamas violations.

(…) The initiative calls for a halt to Israel’s assault, a return to a Hamas-Israel truce and an international mechanism to ensure the opening of Gaza border crossings. Aboul Gheit said any eventual truce agreement should include a mechanism to oversee “that everything proceeds without one side causing problems with the other.” He told journalists that the mechanism could involve “international forces or Arab forces or just observers.” Israeli officials have said they want international monitors to ensure compliance with any truce. It was not clear whether the mission of monitors proposed by Aboul Gheit would be to ensure the truce or be limited to observing border crossings, one of the central issues in the dispute over Gaza because of Israeli fears of smuggling of weapons.

13. ANALYSIS / Using aggressive tactics in Gaza to save soldiers’ lives Jan 7, 2009 / By Haaretz
The incident in which some 40 Palestinian civilians were killed when IDF mortar shells hit an UNRWA school in the Jabalya refugee camp Tuesday surprised no one who has been following events in Gaza in recent days. Senior officers admit that the IDF has been using enormous firepower. “For us, being cautious means being aggressive. From the minute we entered, we’ve acted like we’re at war.” (…) What the officer did not say explicitly was that this is deliberate policy. Following the trauma of the war in Lebanon in 2006, the army realized that heavy IDF casualties would erode public (and especially political) support for the war and limit its ability to achieve its goals. Therefore, it is using aggressive tactics to save soldiers’ lives. And the cabinet took this into account when it approved the ground operation last Friday, so it has no reason to change its mind now. Nor is it likely that Tuesday’s incident, with its large number of civilian deaths, will result in an immediate cease-fire. Civilian deaths increase international pressure for a cease-fire and so the incident will probably bring the end of the war closer. Nevertheless, the Second Lebanon War continued for weeks following a similar incident at Kana. Moreover, the situation in Gaza is slightly different than it was in Lebanon. First, until Tuesday’s incident, the world appeared relatively indifferent to Palestinian civilian casualties. (…) Second, none of the major international players want to strengthen Hamas. (…)

7. Twitter, Facebook users show solidarity with QassamCount Jan 3, 2009 / By Jerusalem Post
As soon as Operation Cast Lead began to take shape just over a week ago, Dan Peguine started the program QassamCount, a system that updates users’ statuses on Facebook with the number of Kassams that hit Israel. Within the first three days, 10,000 people had donated their statuses to the cause. Peguine first started a program counting Kassams about a week before the operation in Gaza began. He used Twitter, which sends users’ statuses to all their “followers,” to help people understand how often rockets hit the South. “When you live in Tel Aviv and you read at the end of the day, ’20 Kassams hit Sderot, Ashkelon,’ you do not really understand what it means to live through this,” Peguine told The Jerusalem Post. “So by having a feed that pops up every time a Kassam hits, I thought it would be a good way to convey this.” After recognizing the quick success of the Twitter program, to which 600 followers had subscribed in three days, Peguine decided to apply the same form to a larger social network. He partnered with Arik Fraimovich and set up the application on Facebook.
“I think that the Internet is a medium that needs to be used to reach audiences that are not usually aware of the situation in Israel,” Peguine said. (…)

3. Not just air strikes: Israel takes the fight to Arab media Jan 2, 2009 / By Haaretz
(…) Captain Avichai Adarai, an officer in the Arabic department of the IDF spokesperson’s office, was invited for an on-air interview on “Al-Jazeera”, hours after the operation began last Saturday. (…) The head of the Foreign Ministry’s Arabic media department Ophir Gendelman, was interviewed on Russian Arabic channel “Russia Al-yom” (…) Public Security Minister Avi Dichter and Brigadier General Yoav Mordechai, also spoke to the Arab media, with both addressing Al-Jazeera viewers in spoken, informal Arabic, the type usually not heard on Arabic media channels. Other Israeli officials have spoken to the Arabic media in English, with a simultaneous translation into Arabic appearing on screen. (…) Ehud Olmert used the Arab media outlet “Al-Arabiya” days before the start of “Operation Cast Lead” to address Gaza civilians, speaking of the ramifications of continued rocket attacks in Israel. Foreign Minister Tzipi Livni also appeared on Al-Jazeera shortly after the beginning of the operation.

1. Former UN ambassador Gillerman: ‘Coordination is putting Israel ahead in the media war’ Dec 30, 2008 / By Jerusalem Post
(…) “We haven’t seen dramatic condemnations [from world leaders], only the expected and generic calls for calm and cease-fire. Even in the UN I didn’t see anyone happy to condemn us. Unless something very dramatic happens, such as a blundered hit that kills large numbers of civilians, then we will have enough time to do what we need to do,” said Gillerman. (…) Established in the wake of the Winograd Report’s criticism of insufficient coordination in the media effort during the 2006 Second Lebanon War, the NID’s purpose is to synchronize (…) Elsewhere, a survey published by French newspaper Le Figaro on Sunday showed that 55% of French respondents were understanding toward the Israeli operation, while 45% were critical of it. (…) Some of the initial success on the media front is due to external factors, such as division among the Palestinians (…) But that window may be closing, Channel 2 foreign news editor Arad Nir warns. “By Monday morning, the French newspapers started talking about ‘proportionality’ and ‘cruelty.’ Yesterday we heard the Turks, for whom Sunday is a work day, come out against [the operation]. I assume it will get worse as we leave the holiday season behind and television screens are flooded with ugly pictures out of Gaza. Even if world leaders understand Israel’s logic in the rational part of their brains, the emotional part will take hold because of such images, and as more and more people take to the streets.” Indeed, many foreign outlets, particularly Arab and British newspapers, have not expressed a great deal of understanding for Operation Cast Lead. Instead they have excoriated Israel and predicted Cast Lead’s imminent failure. (…) “Television is inherently a medium that likes drama, blood and tears. This means we’re behind before we’ve even started. To understand us, you have to speak to people suffering quietly over many years. The pictures [from Gaza] are much more dramatic,” says Government Press Office Director Danny Seaman. At the end of the day, says Seaman, “the day-to-day work with the foreign reporters, giving them access to the Israeli civilians hurt by the conflict, is a message they have to grapple with and don’t have an answer for. What would you do if your city was under the stress of rocket barrages for one day, not to mention many years?” (…)

When Israel launched Operation Cast Lead, the organized American Jewish community was unanimous in its support. Except J Street. The self-styled “pro-Israel, pro-peace” organization immediately released a statement that was a parody of moral equivalence. (…) This was too much even for Rabbi Eric Yoffie, president of the Union for Reform Judaism and one of the most prominent American liberal Jewish leaders, who condemned J Street’s posturing as “morally deficient,” “appallingly naive” and “out of touch” with mainstream Jewish opinion. A self-described “dove,” Yoffie, writing in the Forward newspaper, acknowledged that he initially “welcomed the founding of J Street,” but that its reaction to Cast Lead went too far. “Doves take note,” he warned. “To be a dove of influence, you must be a realist, firm in your principles but shorn of all illusions.”
